The site is on the eastern side of Whitehorse Road and currently contains a number of industrial buildings of between one and two storeys in height. These appear to be in a mixture of B1 (Light Industry) and sui generis uses, although the lawfulness of such uses is unclear from planning history. At least part of the site falls under a ”Tier 4” Industrial/Employment (Scattered Employment Sites) designation as identified by Local Plan Policy SP3.2.

There is an additional industrial building outside the site but attached to the south. The wider surrounding area is predominantly residential with terraced housing. Directly behind the site to the east is a 3-4 storey residential development which is still under construction.

As stated above the surrounding area is largely residential and therefore a new flatted development could sit well within the local context. The proposal contains a desirable mix of homes, meeting our target of 40% in such areas having three bedrooms or more (two bedroom four person contributes to this up to 2021).

Section 106 contributions It is likely that we would seek to secure a s106 agreement should we grant permission for either of these sites. As part of this, we would seek to secure any affordable housing.
